Zoning

  • On October 8, 2026 the Board of Supervisors voted 4-1 to end by-right data center approvals countywide, remove data centers from business park zoning, limit them to the PCID district with a special exception permit, and require new power lines to be buried.[4][6]
  • Vint Hill is the only area of the county with PCID zoning, so data center developers must locate there or seek a rezoning to PCID elsewhere.[4]
  • In May 2024 the Board began requiring special exception approval for new structures over 50,000 sq ft in the Vint Hill PCID, while grandfathering the proposed Vint Hill Corners data center campus.[7]
  • In September 2024 the Board began requiring special exception approval for electric substations in all industrial zones, exempting the substation for the approved Remington Technology Park.[7]
  • On July 8, 2025 the Warrenton Town Council voted 6-0 to remove data centers as a permitted use in the town's industrial districts, without affecting the 2023 Amazon special use permit.[8]

Power & transmission

  • Dominion Energy filed its Morrisville-Wishing Star 500 kV and 230 kV project with the SCC on February 27, 2026 (PUR-2026-00021); the new 230 kV line is in Fauquier, an evidentiary hearing is set for November 16, 2026, and construction is planned for spring 2027 to summer 2030.[9]
  • Dominion Energy filed a rebuild of two 230 kV lines between the Marsh Run and Remington CT substations near Remington with the SCC on May 12, 2026 (PUR-2026-00063).[10]
  • Dominion Energy's planned North Anna to Bristers 500 kV and 230 kV project would end at the existing Bristers Substation in Fauquier; the northern Thornburg to Bristers segment is slated for an SCC application in 2027.[11]
  • On October 9, 2025 the Board of Supervisors adopted a resolution supporting underground HVDC transmission proposed through PJM and saying any added underground costs should fall on end users rather than ratepayers.[12]
  • In July 2026 the Board approved, 3-1, a rezoning that lets Remington Technology Park power itself with on-site natural gas fuel cells after the Planning Commission had recommended denial of an earlier gas turbine plan.[1][13]

Local sentiment

  • A Citizens for Fauquier County lawsuit challenging Warrenton's 2023 Amazon permit remains undecided, and Amazon is separately appealing a 2025 town finding that it lacks vested rights to build on the Blackwell Road site.[2]
  • Facing community opposition, the Gigaland developers withdrew their Remington application in August 2025, and the Convergent Technology Park applicant withdrew its data center rezoning request and said it would pursue residential development under the existing zoning.[14][15]
  • The Piedmont Environmental Council opposes the Remington projects, and the Planning Commission voted 4-1 on July 16, 2026 to recommend denial of the resubmitted Remington Digital Campus.[3]
